Two-year warranty - a whim of our lawmakers

But Russian legislation interferes with the matter. Article 19, paragraph 5 of the Law "On Protection of Consumer Rights" reports:

In cases where the warranty period provided for by the contract is less than two years and the defects of the goods are discovered by the consumer after the expiration of the guarantee period, but within two years, the consumer has the right to present the seller (manufacturer) the requirements provided for in Article 18 of this Law, if he proves that the defects of the goods have arisen before its transfer to the consumer or for reasons that have arisen up to this moment.

In accordance with the Law of the Russian Federation "On Protection of Consumer Rights", if a product is defective or does not meet the terms of sale, the consumer can at his option: (a) repair it free of charge; (b) replace free of charge; (c) request a price reduction; or (d) withdraw from the contract and return the product at full refund. These rights are valid for two years from the date of delivery of the goods. The consumer can make a claim to the seller or an authorized representative of the seller or manufacturer, although the latter does not have the authority to reduce the price. If the product has a fatal defect, the consumer may request free replacement or to withdraw from the contract by returning the product in exchange for a refund of its full value to the importer of the goods in Russia.

In accordance with the Law of the Russian Federation "On Protection of Consumer Rights", the burden of providing evidence of the failure or non-compliance of the goods with the terms of sale, as a rule, lies with the consumer.

Only the last paragraph confuses me here. But I'm more concerned not with the theoretical, but with practical side question.
